MINUTES OF CITY COUNCIL
March 21, 2005
The purpose of this meeting was to hear objections to real property assessments and presentations from representatives of playground equipment.
Present at this meeting were: Mayor Larry Tolzin, Councilmen Dennis Aisenbrey, Galen Guthmiller, Gary Herman, John Huber, Jerome Kotalik, Darrell Mehlhaf, School District Representative J.W. Schnaidt, and Finance Officer Peggy Thranum. Others present: Erik Kaufman, Roger Heckenlaible and Fred Sayler
Mayor Tolzin called the meeting to order at 7:00 PM.
Motion by Herman, second by Kotalik, to approve the agenda, all present in favor.
EQUALIZATION:
No one appeared before the board to appeal their property tax assessments.
PRESENTATIONS:
Mike Dobbs, Sales Representative for Miracle Recreation Equipment, gave the first presentation. He said one of the first things to check for is the size of the holes in the decking, because kids tend to stick their fingers through it. He talked about their Versalok II Clamp Fastening System, which allows for multiple connections on the same clamp – saving space and eliminating clutter. The types of surfacing that are ADA accessible are woodchips or rubber matting.
Scott Thorson, Sales Representative for Flanagan Sales, stated one of Little Tikes safety issues is to offer spiral slides that only go to 8’, whereas Miracle offers spiral slides to 12’. Little Tikes steel uprights have seven layers to prevent chipping and keep their color vibrant. He suggested listing the components we want on our play systems, such as how many and what type of slides, climbers, overhangs, etc. to allow for a fairer bidding process.
Thorson felt our biggest issue would be drainage for the surfacing. He suggested not digging down too deep for the surfacing so we don’t end up with a pool of water. Three inches of pea rock should be placed on the bottom and then covered with woodchips to the 10”-12” depth so water can drain away. Some type of border needs to go around the surfacing to hold it in place.
Tolzin appointed the parks committee, Huber, Guthmiller, and Kotalik, to meet with Thranum and pick the components we want our play system to have that will be listed in the bid specifications.
Huber moved to adjourn at 8:45 p.m. Aisenbrey seconded, all present in favor, motion carried.
