OF CITY COUNCIL PROCEEDINGS
MENNO,
SOUTH DAKOTA
Mayor
Larry Tolzin called the city council to order at 7:30 p.m. on February 7, 2005
in the council room at city hall. Council present: Dennis Aisenbrey, Galen
Guthmiller, Gary Herman, John Huber, Jerome Kotalik, and Darrell Mehlhaf,
Finance Officer Peggy Thranum and Superintendent Roger Heckenlaible. Erik
Kaufman was also present.
Aisenbrey moved
to approve the agenda with the following additions: Thank you from the Sayler
Family and Street by
Sale Barn. Guthmiller seconded, all present in
favor.
REGULAR MEETING ITEMS: Herman moved to
approve the corrected December finance report and warrants listing. These
reports show the payroll taxes and retirement paid in December. He also moved
to approve the minutes of the December 30 special meeting and the January 3
regular meeting. Kotalik seconded, all present in favor; motion carried.
Huber made a motion to approve the January
finance report. Aisenbrey seconded, all present in favor; motion carried.

Kotalik made a motion to approve the warrants
as presented. Herman seconded, all present in favor; motion carried.
OLD
BUSINESS: “To
Do List”, Alley for JV Apartment at 121 N 5th needs gravel in the
alley.
SCHEDULED
BUSINESS:
One application was received for pool manager. Aisenbrey made a motion
to hire Amie Fischer to be pool manager for the 2005 season and to allow her to
run the concession stand at the pool. Huber seconded, all present in favor,
motion carried.
One
quote was received for the cemetery mowing. Huber made a motion to hire
Bonnie Heirigs to mow the cemetery for the 2005 season for $515 per cut and the
2006 season for $530 per cut. Mehlhaf seconded, all present in favor. The mayor
and council are very pleased with the terrific job the Heirigs’ do mowing the
cemetery. Mayor Tolzin stated he’s received many compliments on how nice our
cemetery looks.
NEW
BUSINESS:
Herman made a motion to advertise for hay quotes for the lagoon site for
the 2005 season. Kotalik seconded, all present in favor.
Guthmiller
made a motion to advertise for lifeguards for the 2005 season. Huber
seconded, all present in favor.
Mehlhaf
made a motion to approve the following list of officers & members of
the Menno Volunteer Fire Department with one correction; Clarence Simonsen
retired from the department on February 1 and is now an honorary member.

Simonsen. Members: Randy Quast, Greg Liebl, Fred Sayler, Ron Luikens,
Tom Fischer, Audrey Maas, David Bender, Marsha Schelske, Roger Simonsen, Jerome
Kotalik, Lori Woehl, Brad Knutson, Tim Bender, Mark Hento, John Woehl, David
Fischer, Greg Wilcoxon, and Chris Buchmann.
The
council gave Heckenlaible their approval to remove every other post on the west
side of the city park.
Huber
made a motion to appoint Gary Herman as the council representative to
the Lower James RC& D council. Mehlhaf seconded, all present in favor.
Thranum
will contact SDPAA for a liability insurance quote.
We
received a letter from the Governor’s office informing us they did not choose
us to be a 2005 Capital for a Day site.
Matting
the street on the north side of the sale barn was discussed. Thranum will
contact District III for funding options.
For
Your Information: We received a thank you from the Agnes Sayler family for the plant. A
thank you was received from the Menno Museum for the donation. Dave Bender
brought in a letter from a couple ladies by Hurley thanking our police for the
drive by’s at the lake and the security it gave them while camping at Menno
Lake.
We
received a letter from Mediacom informing use they will begin passing through
the sales tax on Internet Services to the end user.
The
minutes of the January development meeting were included in the council
packets, along with the SEFP report.
Ordinance
Revisions: Discussion
was had on Chapter 5, Section 5-5. It was the consensus of the group to change
the footage from 40’ to 75’ for distance animals must be kept from residences
or businesses. Some spelling errors were corrected. Thranum reworked Chapter
16, Fireworks and Chapter 29, Sewer and mentioned the changes. The council will
review Chapters 17-29, pages 47-79 for the next council meeting.
Huber made a motion to adjourn at 8:10 p.m.
