REGULAR MEETING ITEMS: Guthmiller made a motion to
approve the minutes of the May 1 regular meeting and the following corrections
to the April minutes: To be added to payroll: Water $671.01 and Sewer $670.91
and B-Y Water was paid $3276, not $32,760 for 1.298 million gallons
water. Huber seconded, all present in favor; motion carried.
Herman moved to approve the May finance
report. Aisenbrey seconded, all present in favor; motion carried.

Temporary Malt
Beverage Permit to the Menno Baseball
Association for
Concerned citizens addressed the council about the
areas of “blight” in our town. We have a beautiful museum that a lot of people
have put a lot of time and effort into and close to it is one of the biggest
nuisances in town. We have a softball park where people from out of town who
come for games get the wrong impression of our town by the amount of stuff that
has accumulated across the street. There are other areas in town where the
yards are being poorly kept. We want people who come to visit or pass through
Menno to know we have pride in our community. To do this, we need to encourage
those that need to, to clean up their property. The mayor stated we have a
nuisance ordinance against these type of violations
and there is an ordinance in place to impose fines if the property is not
cleaned up. Since some people don’t seem to cooperate very readily by just
receiving a notice to clean up their property, we may have to start imposing
fines.

OLD BUSINESS: “To Do List” The mayor asked if we could go a year
without chip sealing so we could black top the block on the north side of the
sale barn. Mehlhaf will put some figures together and present them at the next
council meeting. He felt we could do the project ourselves for less money than
if we applied for a Community Access Grant.

putting a fence up at the restricted use site at the April 3 council meeting.
As of this meeting, they have not changed their mind.
An ad will be put in the paper asking property
owners to trim their trees so they are at least 10 feet from the sidewalk. The
city will trim the trees hanging over the street.
The council was presented with a copy of a form for
declining Hepatitis B vaccination. The cost of the vaccinations at this time is
$98 for the vaccine and $33 for the office call. It is undetermined at this
time how many firemen will be taking the shots.
The council decided to paint the water tower the
same color it is now. It was painted this color because it heats up better in
the wintertime to help prevent ice build up.
NEW BUSINESS: Huber made a motion to allow the Menno
Baseball Association to put on a fireworks display on July 4. Aisenbrey
seconded, all present in favor; motion carried.
A STIP (state wide transportation program) meeting
will be held on July 18 at the Davison County Fairgrounds Facility at 3200 West
Havens in Mitchell. The DOT highway commissioners meet June 29 in

of the council to attend either the Elected Officials Workshop in

Area ambulance rates were presented to the council
for consideration. Medicare will no longer pay for supplies separately; they
need to be included in the base rate for the ambulance service. Any decision on
raising the rates is tabled to the July meeting.
It was the consensus of the council to let the fire
department and the rural board decide who pays the
bills for the rescue unit.
Mehlhaf made a motion to approve signing the
papers stating we do not want terrorism coverage on our insurance. Aisenbrey
seconded, all present in favor; motion carried.

us $917.88 to purchase chemicals for

Permission has been given to Mary Rook to use the
old fire station meeting room for Jack Knutson’s therapy for the summer months.
Section 38-20 of our ordinances grants the right to
restrict water use anytime it is deemed necessary. This may be a possibility in
the near future if it doesn’t rain. If it is necessary, notice will be given by
radio and TV.
A report was received of a dead animal in the back
of a vehicle behind Max Zeeb’s body shop that needs to be investigated.
Guthmiller made a motion to pay expenses for the
“Making Connections” workshop in Freeman on June 28 hosted by SD Rural
Enterprise. Herman seconded, all present in favor; motion carried.
Herman made a motion to approve expenditures
for the Supervisory Drug and Alcohol Training in
Greg Wilcoxon thanked the council for the progress
they are making on economic development. He believes meeting with Ron Kraft and
District III are steps in the right direction. He will continue to assist in
any way he can.
Mehlhaf made a motion to approve the $580
quote from Ken’s Electric for lighted Exit signs for city hall. Huber seconded,
all present in favor; motion carried. This is part of the improvement
suggestions made by our insurance company.
FOR YOUR INFORMATION: The packet from the May 16
MADC meeting and the SEFP report were included in the council packets, along
with a write up about the SEFP annual meeting that was held in Parkston.
An executive summary of the conversion of a multi-purpose
Missouri River Reservoir to a sustainable system received from Lower James was
also included in the packets.
