MINUTES OF CITY COUNCIL PROCEEDINGS

MENNO, SOUTH DAKOTA

September 10, 2007

 

Mayor Larry Tolzin called the city council to order at 7:30 p.m. on September 10, 2007 in the council room at city hall. Council present: Dennis Aisenbrey, Galen Guthmiller, Gary Herman, John Huber, Jerome Kotalik and Darrell Mehlhaf, Finance Officer Peggy Thranum and Superintendent Fred Sayler (entered at 7:42 p.m.). Morna Anderson was also present.

 

Huber moved to approve the agenda as presented. Guthmiller seconded, all present in favor; motion carried.

 

REGULAR MEETING ITEMS: Herman moved to approve the minutes of the August 6 regular meeting. Huber seconded, all present in favor; motion carried.

 

Mehlhaf made a motion to approve the corrected July finance report ($100 was removed from water receipts and shown in water deposits (Josh Wilcoxon) and the August finance report. Guthmiller seconded, all present in favor; motion carried.

SCHEDULED BUSINESS: 7:35 p.m. Guthmiller made a motion to approve the Temporary Malt Beverage Permit for Oktoberfest to be held at the Menno City/School Gym on October 6, 2007. Aisenbrey seconded, all present in favor.

 

Morna Anderson requested information on burning and was told a burn permit must be applied for and a hearing held. The council saw no problem with her using the old cesspool site on her property, if the burn is approved at a hearing.

 

Fred Sayler entered the meeting at 7:42 p.m. Morna Anderson left the meeting at 7:47 p.m.

 

OLD BUSINESS: “To Do List”: The swale on Pearl Street between Leon Schulz and Clyde Terrance is finished. Work has started on the swale near George Cokens.

 

NEW BUSINESS: Mehlhaf made a motion to approve the second reading of Appropriations Ordinance 2007-3 “An ordinance that sets the appropriations for the 2008 budget”. Huber seconded. Aisenbrey, Guthmiller, Herman, Huber, Kotalik and Mehlhaf voting aye; none voting nay. Motion passed.

 

Huber made a motion to approve the 2nd reading of Ordinance No. 2007-4, and ordinance amending the 2005 Revised Ordinances of the City of Menno, South Dakota for the Purpose of Allowing and Regulating Recreational Fires in the City of Menno, Hutchinson County, South Dakota. Guthmiller seconded. Aisenbrey, Guthmiller, Herman, Huber, Kotalik and Mehlhaf voting aye; none voting nay. Motion passed.

 

Guthmiller made a motion to set a hearing date for 2007 Mowing Assessments on October 1, 2007 at 7:35 p.m. Aisenbrey seconded; all present in favor.

 

There were no delinquent accounts to report from the Annual Water Meter Reading.

 

A letter will be composed for Tolzin to deliver to the deputy secretary of the DOT in Pierre stating the council’s continuing request that no sidewalk be installed on the south side of US Highway 18, but that one be installed on the north side to the Dairy Bar. A request for a 4” curb by Klaudt’s will be included.

 

The council was asked to complete the SEFP survey they received in the mail and return it as soon as possible.

Aisenbrey made a motion to adjourn at 8:05 p.m. until Monday, October 1, 2007 at 7:30 p.m. Huber seconded; all present in favor.
