MENNO, SOUTH DAKOTA

August 6, 2007

 

Mayor Larry Tolzin called the city council to order at 7:30 p.m. on August 6, 2007 in the council room at city hall. Council present: Dennis Aisenbrey, Galen Guthmiller, Gary Herman, John Huber, Jerome Kotalik (entered at 7:33 p.m.) and Darrell Mehlhaf and Finance Officer Peggy Thranum and Superintendent Roger Heckenlaible. Erik Kaufman and Aaron Matthaei were also present.

 

Aisenbrey moved to approve the agenda as presented. Herman seconded, all present in favor; motion carried.

 

Tolzin was notified by Hutchinson County Emergency Manager Dave Hoffman that a grant for a battery operated warning siren has been approved for the City of Menno. A generator was not approved as they are short of funding.

 

REGULAR MEETING ITEMS: Huber moved to approve the minutes of the July 2 regular meeting and the July 23 special meeting. Aisenbrey seconded, all present in favor; motion carried.

 

Herman made a motion to approve the July finance report. Guthmiller seconded, all present in favor; motion carried.

SCHEDULED BUSINESS: Kotalik made a motion to approve the Temporary Malt Beverage Permit for the Menno Fire Department on August 25, 2007 from 3 p.m. until 10 p.m. at the Menno Fire Hall. Herman seconded, all present in favor.

 

Daniel Mettler was not present. No discussion was had on the drain in the basement of the old gym.

 

OLD BUSINESS: “To Do List”: Alton Mettler is working on the swale on Pearl Street near Juniper.

 

Tolzin said there would be room to allow handicap accessibility to the grocery store on Fifth Street.

 

No discussion was had about the drainage on Douglas.

 

NEW BUSINESS: Huber made a motion to hold the September meeting on the 10th because the Labor Day holiday falls on the 3rd. Mehlhaf seconded; all present in favor.

 

Aisenbrey made a motion to set September 10 at 7:35 p.m. as the hearing date and time for a Temporary Malt Beverage Permit for Oktoberfest to be held at the Menno City/School Gym on October 6, 2007. Mehlhaf seconded; all present in favor.

 

Huber moved to approve the Temporary Permit to Allow Consumption of Alcohol in a Public Place within the Menno City Limits. (This permit will allow the Beer Garden and Schnitz to hold a dance in the alley between their establishments on Saturday, August 25, 2007.) Mehlhaf seconded; all present in favor.

 

Mehlhaf made a motion to approve the 2nd reading of Ordinance No. 2007-2, an ordinance amending the 2005 Revised Ordinances of the City of Menno, South Dakota for the Purpose of Regulating the Travel of Trucks and Trailers in the City of Menno, Hutchinson County, South Dakota. Huber seconded. Aisenbrey, Guthmiller, Herman, Huber, Kotalik and Mehlhaf voting aye; none voting nay. Motion passed.

 

Herman made a motion to approve the 1st reading of Ordinance No. 2007-4, and ordinance amending the 2005 Revised Ordinances of the City of Menno, South Dakota for the Purpose of Allowing and Regulating Recreational Fires in the City of Menno, Hutchinson County, South Dakota. Guthmiller seconded. Aisenbrey, Guthmiller, Herman, Huber, Kotalik and Mehlhaf voting aye; none voting nay. Motion passed.

 

Guthmiller made a motion to approve the first reading of Appropriations Ordinance 2007-3 “An ordinance that sets the appropriations for the 2008 budget”. Herman seconded. Aisenbrey, Guthmiller, Herman, Huber, Kotalik and Mehlhaf voting aye; none voting nay. Motion passed.

 

Kotalik made a motion to approve closing the pool for the season on August 21. Huber seconded; all present in favor.

 

Aisenbrey made a motion to pay expenses for Thranum and Herman to attend the SDML convention in Aberdeen October 3-5. Guthmiller seconded; all present in favor.

 

Mehlhaf made a motion to approve continuing our group insurance coverage with Wellmark Blue Cross Blue Shield of South Dakota. Huber seconded; all present in favor.

 

Guthmiller made a motion to approve the “Notice of Taking Tax Deed by County” for the North 18’ of Lot 2 and all of Lot 3, in Block 2, of Christ Mettler’s First Addition to the City of Menno, Hutchinson County, South Dakota (Cert. #2196) (Thomas F. & Susan K. Bennett). Aisenbrey seconded; all present in favor.

 

For Your Information: The council was notified that as of July 1, 2007, the bid limit increased from $15,000 to $25,000 on contracts. This applies to contracts for the purchase, lease or rental of materials, supplies or equipment.

 

The packet from the July MADC meeting and the SEFP report were included in the council packets.

 

Aisenbrey made a motion to adjourn at 7:50 p.m. until Monday, September 10, 2007 at 7:30 p.m. Guthmiller seconded; all present in favor.
