MENNO, SOUTH DAKOTA

February 5, 2007

 

Mayor Larry Tolzin called the city council to order at 7:30 p.m. on February 5, 2007 in the council room at city hall. Council present: Dennis Aisenbrey, Galen Guthmiller, Gary Herman, John Huber, Jerome Kotalik and Darrell Mehlhaf and Finance Officer Peggy Thranum and Superintendent Fred Sayler. Mike Carr, Rocky Zeeb, Erik Kaufman, Aaron Matthaei and Lonnie Schultz were also present.

 

Kotalik moved to approve the agenda with the following additions: Appoint Lower James Rep, Cemetery Quotes, and City Dump Truck. Guthmiller seconded, all present in favor; motion carried.

 

REGULAR MEETING ITEMS: Herman moved to approve the minutes of the January 8 regular meeting with the following correction: “The date for the Municipal Election will be June 12, not June 19.” Aisenbrey seconded, all present in favor; motion carried.

 

Huber made a motion to approve the January finance report. Guthmiller seconded, all present in favor; motion carried.

Guthmiller made a motion to appoint Gary Herman as the Lower James representative. Mehlhaf seconded, all present in favor; motion carried.

 

SCHEDULED BUSINESS: Hento asked the council’s permission to begin looking for a replacement for the police car. There is no rush to purchase a different vehicle as there is nothing wrong with the one we have. Our vehicle has 127,938 miles on it and he would like to replace it while it still has some trade-in value. We have $8921 set aside specifically for this purpose; the car we have cost $6400. Hento will look for another full size Crown Victoria. The council gave their approval for the purchasing committee to approve a purchase if something is found. Hento left the meeting.

 

Jim Schramm entered the meeting at 7:40 p.m.

 

Engineer Mike Carr from DeWild Grant Reckert and Associates Company discussed his review of the 12 blocks of sanitary sewer main televised for the city. There are many areas where the existing clay pipe has spiral cracking and longitudinal cracking. Some gaps in joints were evident and mineralization due to long-term infiltration appeared in many areas. Grouting sewer joints will not be effective in reducing infiltration due to the significant amount of longitudinal and spiral cracking. In addition, grouting will not add any structural strength to the sewer mains. The sewer segments that were viewed are good candidates for the cured-in-place lining process. In general, if the TV camera can get through theses areas, the pipe can be lined without excavating. Lining allows for a better flow because there won’t be joints every few feet and it will keep tree roots out of the main. Since the sewer mains are under paved streets, the cost associated with a lining project will be significantly less than a removal and replacement project. There will be a few point excavations required to removed blockages and/or areas where the pipeline is collapsing. Some manholes in the area have vented lids that could be replaced or better sealed to restrict inflow into the system. The manhole walls appeared to be in need of repair, with infiltration being apparent. Smoke testing was discussed as a means to identify significant inflow sources such as storm sewer intakes, roof drains, leaking manhole castings, foundation drains and uncapped or broken service line cleanouts. It is difficult to estimate the remaining life of the sewer mains. The frequency of pipe failures will likely increase and sewer backups or voids developing around the mains will become more frequent as the pipelines continue to deteriorate. He suggests the city move ahead with a rehabilitation or replacement project in the near future. Carr quoted Tolzin a “ballpark” figure of possibly $20,000-$25,000 per block for a project of this nature. If we are interested, Carr stated we could contact him to view the sewer lining as it is being done during an extensive sewer project taking place in Centerville. Carr suggested looking into a grant to help pay preliminary engineering studies and televising and smoke testing the sewer mains. Carr left the meeting at 8:10 p.m.

 

One bid was received for Garbage Contactor. Mehlhaf made a motion to accept the Residential Garbage bid at $11.25 per month and $50 per month for softball and baseball fields from Zeeb Garbage Service. Huber seconded; all council present and in favor; motion carried.

 

One quote was received for cemetery mowing. Huber made a motion to accept the quote for cemetery mowing from Bonnie Heirigs for $550 per cutting using her own equipment and furnishing her own insurance. Herman seconded; all council present and in favor; motion carried.

 

Discussion was had on repairing the dump truck because there is a lot of antifreeze in the oil. If they continue to drive it as it is, they will completely ruin it. Mehlhaf made a motion to have IHC in Yankton rebuild the motor in the 1987 IHC dump truck. Kotalik seconded; all council present and in favor; motion carried.

 

Three applications were received for pool manager in the following order: Julie Bender, Jody Bergman, and Rachel Stokes. Huber made a motion to hire Julie Bender as pool manager for the 2007 swim season. Kotalik seconded; all council present and in favor; motion carried.

 

Rocky Zeeb left the meeting at 8:20 p.m.

 

Architect Jim Schramm from Yankton made his recommendations on the pool bathhouse to the council. The walls of the bathhouse are in very bad shape, the floor is heaved, and it is not handicap accessible. His first option, which he did not recommend, was only a temporary fix. Moisture would still be able to penetrate the masonry walls and cracking/heaving would still occur. Total cost estimate for this option was $73,537.50. Option A would consist of demolishing the dressing/concessions area and installing a new roof over the entire structure with new siding on the pumphouse. Cost estimate $147,200. Option B would demolish the entire building and construct a new one and remove and reinstall the pumphouse equipment for $22,400 more for a total of $169,600. All options would comply with ADA. Various grant options will be explored.

 

Lonnie Schultz left the meeting at 8:30 p.m. and Jim Schramm left the meeting at 8:35 p.m.

 

Depending on whether we can get grant money or not, Huber made a motion to go with Bathhouse Option B. Mehlhaf seconded; all council present and in favor; motion carried.

 

OLD BUSINESS: “To Do List”: Nothing was added to the list.

 

NEW BUSINESS: Mehlhaf made a motion to advertise for hay quotes for the 2007 season. Herman seconded; all present in favor; motion carried.

 

Huber made a motion to advertise for lifeguards. Guthmiller seconded, all present in favor; motion carried.

 

Any donation to Experience Works was tabled to the next meeting.

 

Mehlhaf made a motion to approve the first reading of the 2007 Supplemental Appropriations Ordinance #2007-1, an ordinance providing appropriations to donate money to the Menno Area Development Corporation for the acquisition and cleanup of property on the east side of Fifth Street. Guthmiller seconded, all present in favor; motion carried.

 

Huber made a motion to approve the Equipment Lease between the City of Menno and the SD DOT for sweeping US Highway 18 through Menno between mileposts 394.5 to 395.0 and through Olivet between mileposts 389.5 to 390.0. Herman seconded, all present in favor; motion carried.

The minutes of the January development meeting and SEFP report were included in the council packets.

 

A notice of the Annual Meeting of the Menno Lumber Company to be held at the Open Door Café on February 20, 2007 at 7:30 p.m. was shared with the council.

 

Maintenance was advised to put a heater with a fan for the windshield in the old snow plow truck.

 

Kotalik suggested digging to see exactly where the pipe is that runs to the east by the Garden Gate and Country Pride. If it is transite, it won’t need to be replaced.

 

It was questioned if we needed all the lights along Highway 18 that are in the reconstruction plans. Since federal money is paying for the project and we have to meet federal requirements with so many illumines per square foot , yes, we need all the lights.

 

SCHEDULED BUSINESS: City Engineer Vernon Arens entered the meeting at 8:45 p.m. Discussion was had on having a clean out at the dead end of the sewer on the west end of Highway 18 instead of a manhole. Arens stated it is a DENR requirement to have the manhole there. Arens stated the work we have done so far is to get on the State Water Plan; our application for this has been submitted.

 

Discussion was had on the State’s plans for US Highway 18. As the plans are now, the state would install a four inch curb and gutter on the north side of Klaudt Service making it near impossible to unload fuel into the underground storage tanks, for trucks to refuel and even cars to exit the station onto the highway. At this time, the state hasn’t been responsive to installing a pea drain type gutter, which is what was done past the lumber yard and elevator.  It is illegal to do business on state property, so the fuel truck could not pull to the side of the road and unload into the underground tanks. The plans as they are would dramatically influence how Klaudt’s do business and in turn, effect the sales tax money the city receives. This matter will continue to be reviewed.
