OF CITY COUNCIL PROCEEDINGS
Mayor
Larry Tolzin called the city council to order at
Aisenbrey moved
to approve the agenda with the following addition: SD DOT Pre-Planning meeting.

There will be a pre-planning meeting with DOT
engineers concerning the grading, curb & gutter, storm sewer, structure and
AC surfacing on US Highway 18 in Menno on Tuesday, January 9 at
SCHEDULED BUSINESS:
YEARLY BUSINESS: Huber made a motion to name Menno
State Bank as the official depository for 2007. Herman seconded, all present in
favor; motion carried.
Mehlhaf made a motion to name the Hutchinson
Herald as the official publication for 2007. Aisenbrey seconded, all present in
favor; motion carried.
Aisenbrey made a motion to set the 2007 bond
for the finance officer at $150,000. Huber seconded, all present in favor; motion
carried.
Herman made a motion to place an ad in the
paper for the following council terms expiring May 1, 2007 – Alderman, Ward I,
Dennis Aisenbrey, 2-year term; Alderman, Ward II, Darrell Mehlhaf, 2-year term;
Alderman, Ward III, Jerome Kotalik, 2-year term. Kotalik seconded, all present
in favor; motion carried.
Aisenbrey made a motion to hold the city
election in combination with the school election, if the school board approves.
The election would be held in the English room at the high school on June 19,
2007 from 7 a.m. to 7 p.m. Huber seconded, all present in favor; motion
carried. The election board and their pay will be decided at a later date.
SCHEDULED BUSINESS:
Arens has measured the pool, but requests that
Architect Jim Schramm become involved with the plans, since the bathhouse is a
public facility. The council granted permission for this and stated they wished
to keep the plans simple. Arens stated he would try to have some plans ready
for the February meeting. Arens left the meeting at

WHEREAS, SDCL 9-14-28 requires that, except as otherwise specially provided, the governing body of every municipality shall fix and determine by ordinance or resolution the amount of salaries and compensation of all municipal officers and the times at which the same shall be paid; and
WHEREAS, the City Council shall publish the salaries for compliance with the provisions of SDCL.
NOW,
THEREFORE, BE IT RESOLVED, that the Governing Body of the City of
Mayor - $150.00 per month, plus $25.00 per meeting/special meeting (Have to be present at meetings to be paid.)
Council Members - $75.00 per month, plus $25.00 per meeting/special meeting (Have to be present at meetings to be paid.)
Any council member or mayor that attends a meeting on behalf of the city will be paid $25.00 per day.
Cemetery Sexton - Marvin Schwitzer - $121.36 per month
Cleans City Hall - Adella Auch - $125.00 per month
Election Workers - $75 per day plus $10 for attending
Ambulance Personnel - EMT-B - $20.00 per hour minimum
Ambulance Personnel - EMT-I (ALS Trips Only) $25.00 per hour minimum
EVOC Drivers - $15.00 per hour minimum

OLD
BUSINESS: “To
Do List”: A hole was discovered behind the city hall that is believed to have
been an old well or test well. It measured approximately 22’ deep and 1’ foot
around. Maintenance filled it with gravel and will watch to see if something
further needs to be done with it.
We
received a letter from Mike Carr, DeWild Grant Reckert & Associates Co.,
concerning the sewer lines he viewed on the videos we sent him. He will be
invited to attend the February council meeting to discuss his recommendations.
Mehlhaf
made a motion to donate money to the Menno Area Development Corporation
for acquisition and cleanup of property on the east side of

Huber made a motion to advertise for a pool manager for the 2007 swim
season. Herman seconded, all present in favor; motion carried.

made a motion to approve the fire chief’s 2006 Year End Report. Herman
seconded, all present in favor; motion carried.

Your Information: The minutes of the December development meeting and SEFP report were
included in the council packets.
After
review of the ordinances with the city attorney, Mehlhaf made a motion
to deny all requests made by Mr. Mike Wade in his letter to the council
concerning his water-sewer-garbage accounts and payments. Huber seconded, all
council members present and in favor; motion carried. He needs to make arrangements
to either have his bill paid by the 15th of the month or to pay in
advance.
