MINUTES OF CITY COUNCIL PROCEEDINGS

Mayor Larry Tolzin called the city council to order at 7= :30 p.m. on April 7, 2008 in the council room at city hall. Council pres= ent: Dennis Aisenbrey, John Huber, Jerome Kotalik and = Darrell Mehlhaf (Galen Guthmiller and Gary Herman were absent) and Finance Officer Peggy Thranum, Superintendent Fred Sayler (entered at 7= :38 p.m.). Erik Kaufman, Jero= me Hoff, Aaron Matthaei and Shannon Herrboldt were also present.

Huber moved to approve the agenda with the addition of “Capital for a Day”= in Freeman. Aisenbrey seconded, all present in favor; motion carried.

Mayor Tolzin needs to know how many will go to Freeman on April 10 so organizers can plan for the free meal for “Ca= pital for a Day”.

REGULAR MEETING ITEMS: Mehlhaf moved to approve the minutes of the March 3 regular meeting with the following correction: “The time for the Equalization Meeting on March 17 was changed from 7 p.m. to 6:30 p.m.” Kotalik secon= ded, all present in favor; motion carried.

Aisenbrey made a motion to approve the March finance report. Huber sec= onded, all present in favor; motion carried. A check for $10,000 was received fro= m the Avera Foundation to help with repairs at the pool. It was not received in = time to be part of this month’s report.

OLD BUSINESS: Huber moved to table discussion on = the drainage problem at the ball field until the May meeting as it snowed the = day the engineers were going to come. Aisenbrey seconded; all present in favor= .

Three applications were received for pool manager: Heidi Guthmiller, Kristin Pla= th and Daniel Walker. Mehlhaf made a motion to hire Kristin Plath as pool manager for the 2008 swim season. Kotalik seconded; all present in favor.

Fred Sayler entered the meeting at <= span style=3D'font-size:11.0pt;mso-bidi-font-size:10.0pt'>7:38 p.m.

One application was received for lifeguard. Huber made a motion to hire Cheri Zeeb as a full-time lifeguard. Aisenbrey seconded; all present in favor.

Huber made a motion to raise the pa= y for pool personnel 25 cents an hour over last year: pool manager $7.75/hour, full-time returning lifeguard $7.00/hour, full-time lifeguard, 1^{st
year $6.75/hour, certified relief guard $6.75 and un-certified relief guard
$6.25. Kotalik seconded; all present in favor.}

Following discussion, Mehlhaf made a motion= to table any decision allowing individuals to empty their sump pumps into the= city sewer system. Kotalik seconded; all present in favor. We are hoping once t= he highway project is complete, a lot of our water problems will be eliminate= d because the water from the east side of town will drain into the storm sewer along= the highway.

NEW BUSINESS: Aisenbrey made a motion to pay expenses= for the following workshops. Huber seconded, all present in favor.<= /span>

Lifeguard Awaren= ess Workshop in Sioux Falls on May 17 for t= he pool manager and any full-time guards that wish to attend

Mosquito Worksho= p in Sioux Falls on April 24^th for Heckenlaible and Sayler=

Human Resource/F= inance Officers’ School in Chamberlain June 10-13 for Thranum

Kotalik made a motion to apply for a Mosquito Grant in the amount of $1092. Huber seconded; all present in favo= r.

Huber made a motion to approve the = 2007 Annual Report. Aisenbrey seconded; all present in favor.

Mehlhaf made a motion to approve the = 2007 Annual Water Quality Report. Kotalik seconded; all present in favor.<= /o:p>

Mehlhaf made a motion to sign a mutua= l aid agreement to become a member of SD WARN (South Dakota Water/Wastewater Agency Respon= se Network). Kotalik seconded; all present in favor. WARN is a network of utilities helping utilities to respond to and recover from emergencies suc= h as flood, ice storm, blizzard, fire or human-caused events.=

Aisenbrey made a motion not to have Ter= rorism Insurance Coverage. Huber seconded; all present in favor.

Huber made a motion to begin regula= r hours at the restricted use site beginning April 16. Mehlhaf seconded; all prese= nt in favor. Regular hours are Wednesday and Saturday 9-12 and 1-4.

Mehlhaf made a motion to have spring = clean up on April 21 with a snow date of April 28. The garbage contractor will be paid $175 a trip and the $39/ton tipping fee. Aisenbrey seconded; all pres= ent in favor.

Huber made a motion to purchase new software to upgrade the digital sign in front of the fire hall. Kotalik seconded; all present in favor.

“To Do List”: Discussion was held on the streets that are breaking up; <= /span>South Street= between 5^{th
& High,}Heil Street= between 5^{th
& High and Poplar between 5^th & Railway. Huber made a motion to allow city maintenance=
to get
what help/equipment they need to fix the bad spots in the streets. Aisenbr=

Aisenbrey made a mo= tion to pay $200 toward planting flowers on Fifth Street by the Power People = 4-H Club. Huber seconded; all present in favor.

Kotalik made a mot= ion to place an ad in the paper and to participate in Severe Weather Preparedn= ess Week in South Dakota April 21-25. Aisenbrey seconded; all present in favor. On Wednesday, April 23, a statewide tornado drill will be conducted by the National Weather Service. Menno will participate in this drill. At 10 a.m. a test “Tornado Watch” will be iss= ued, at 10:15 a.m. a test “Tornado Warning” will be issued and at 10:30 p.m. all watches a= nd warnings will be canceled.

Mehlhaf made a mot= ion to purchase stainless steel vanity tops from Maxwell Colony for the sinks = in the bathhouse at the pool. Huber seconded; all present in favor.

For Your Information: The packet from the March development me= eting and the SEFP report were included in the council packets.

Mayor Tolzin and other members of the community= met with representatives of NorthWestern Energy April 2 concerning a replaceme= nt for Brad Knutson. He shared a letter from NorthWestern stating they will n= ot place another service person in the community at this time. NorthWestern f= eels the service personnel from Freeman and Scotland will be able to handle Menno emergencies.

Huber stated Vantek has the siren mounted to the pole NorthWestern Energy donate= d. As soon as NorthWestern sets the pole, a 110 volt wire will be run to it.

Huber made a motion to adjourn at 8:30 p.m. until Monday, May 5, 2008 at 7:30 p.m. Aisenbrey seconded, all present in favor.
