MINUTES OF MENNO CITY COUNCIL

July 28, 2008

 

The purpose of this meeting was to swear in the mayor and councilman for Ward II and to figure the 2009 Budget.

 

Present at this meeting were: Mayor Larry Tolzin, Councilmen Dennis Aisenbrey, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik, Darrell Mehlhaf and Finance Officer Peggy Thranum. Aaron Matthaei was also present.

 

Mayor Tolzin called the meeting to order at 7:00 PM.

 

Aisenbrey moved to approve the agenda. Guthmiller seconded; all in favor.

 

Following discussion, the council agreed to have John Woehl paint the more slanted stripes on the street and to paint them yellow.

 

Larry Tolzin was sworn in as mayor and Galen Guthmiller as councilman for Ward II.

 

Guthmiller moved to figure $4000 for the Athletic Club donation in 2009. Fischer seconded; all in favor.

 

Hoff moved to figure $500 for the Museum donation in 2009. Mehlhaf seconded; all in favor.

 

Fischer moved to figure $500 for the Junior Legion Baseball donation in 2009. Guthmiller seconded; all in favor.

 

Guthmiller moved to figure $2000 for the annual gym contribution in 2009. Fischer seconded; all in favor.

 

Mehlhaf moved to figure $1500 for the Baseball Association donation in 2009. Hoff seconded; all in favor.

 

Mehlhaf moved to figure a 50 cent per hour raise for the 4 full-time employees. Aisenbrey seconded; all in favor.

 

Aisenbrey moved to figure a 3% raise for all part-time employees. Fischer seconded; all in favor.

 

Kotalik moved to approve the following ambulance rates so they fall in line with Medicare reimbursement: BLS $200, BLS-E $300, ALS-E $356 and mileage $9.62/mile. New rates will begin immediately. Guthmiller seconded; all in favor.

 

The council agreed to continue to take the finance officers salary out of the following departments for 2009: Finance 50%, Garbage 10%, Ambulance 10%, Economic Development 10%, Water 10% and Sewer 10%.

 

Following a lengthy discussion, Mehlhaf moved to keep the $12 minimum for the first 1000 gallons of water and to charge $4.00 per thousand thereafter. Guthmiller seconded; all in favor.

 

Kotalik moved to leave the sewer rates at the $11 minimum for the first 1000 gallons and $1.50 every thousand thereafter. Hoff seconded; all in favor.

 

Kotalik moved to leave the residential garbage rate at $15.00. Fischer seconded; all in favor.

 

Hoff moved to keep our Principal and Wellmark BCBS group health insurance and to add vision care to the package. Guthmiller seconded; all in favor.

 

Hoff moved to extend library hours by 3 hours per week during the summer school vacation. Guthmiller seconded; all in favor.

 

Guthmiller moved to adjourn at 9:15 p.m. Fischer seconded, all in favor.
