MINUTES OF CITY COUNCIL PROCEEDINGS
MENNO, SOUTH DAKOTA
Council President Jerome Hoff called the city council to order at 7:30 p.m. on February 2, 2009 in the council room at city hall. Council present: Dennis Aisenbrey, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik and Darrell Mehlhaf; Finance Officer Peggy Thranum, Superintendent Roger Heckenlaible, City Engineer Vernon Arens and Fire Chief John Huber. Mayor Larry Tolzin was absent. Erik Kaufman and Aaron Matthaei were also present.
Fischer moved to approve the agenda with the following additions: Pool Drain Covers, Gas Detector, ICS Classes. Aisenbrey seconded; motion carried.
REGULAR MEETING ITEMS: Mehlhaf moved to approve the minutes of the January 5 regular meeting. Guthmiller seconded; motion carried.
Guthmiller moved to approve the January finance report. Fischer seconded; motion carried.

City Attorney Ken Bertsch entered the meeting at 7:36 p.m.
Guthmiller made a motion to pay the 2009 dues to the South Dakota Association of Towns & Townships in the amount of $239.35. Fischer seconded; motion carried.
Aisenbrey moved to release the annual baseball contribution of $1500. Mehlhaf seconded; motion carried.

SCHEDULED BUSINESS: Two applications were received for pool manager, Kristin Plath and Mindy Fischer. Mehlhaf moved to hire Kristin Plath as pool manager for the 2009 swim season. Guthmiller seconded. All present in favor; Fischer abstained. Motion carried.
Adella Auch entered the meeting at 7:43 p.m.
7:45 p.m. Vernon Arens addressed the council concerning a storm sewer drainage project in the alley between East and Pine Streets from US Highway 18 to Main Street. The project would pick up ditch drainage on Heil Street between East and Pine Streets. Mehlhaf moved to have Arens meet with the design engineers of the US Highway 18 project to see if they will allow us to tie into their storm drain during highway reconstruction. Arens will gain a better perspective of the design of the storm sewer on the highway, thus giving us a clearer picture of what it will cost us and how far south we can go with this drainage project. Kotalik seconded; motion carried. Arens left the meeting at 8 p.m.
Adella Auch addressed the council and asked for extra pay because the city hall has been so dirty since we have been experiencing sewer problems. Mehlhaf moved to pay Auch for 9 extra hours at $7.25 per hour. Kotalik seconded; motion carried. She left the meeting at 8:04 p.m.
OLD BUSINESS: “To Do List”: Mehlhaf moved to get quotes from Stepanek and Wollmann concerning an air ventilation system for the basement of city hall and to have the lowest quote proceed with the installation. Fischer seconded; motion carried.
Kotalik moved to table any action concerning the sump pumps until the drainage issue on the east side of town is taken care of. Fischer seconded; motion carried.
NEW BUSINESS: Guthmiller moved to advertise for hay quotes for the 2009 season. Aisenbrey seconded; motion carried.
Mehlhaf moved to advertise for lifeguards. Fischer seconded; motion carried.
Aisenbrey moved to approve the election agreement between the city and school. Guthmiller seconded; motion carried.
Kotalik moved to approve three (3) permanent easement agreements for drainage and utility purposes connected with the drainage project the SD DOT will be doing this spring to improve drainage around the northeast side of Menno. Guthmiller seconded; motion carried.
Aisenbrey moved to approve the following list of officers and members of the Menno Fire Department as elected at their annual meeting January 6, 2009. Fischer seconded; motion carried.

When letters are sent out for any ordinance violation, the council requested they receive a copy of the letter so if they are approached by citizens, they are aware of the situation.
The council is considering purchasing a slide for the pool. The information that was presented will be sent to our insurance carrier for their opinion on the safety of the slide. No further action will be considered until we hear back from the insurance company.
Menno Lumber will put an estimate together on what the cost would be to put a roof on the pool bath house. When the estimate is ready, it will be presented to the council so we can let bids on the project.
Bender Sewer & Drain of Mitchell had to be called to unplug the sewer at city hall. They videoed the line and found a water leak that will be taken care of as soon as weather permits.
Guthmiller moved to accept waste at the restricted use site from Menno residents only. Fischer seconded; motion carried.
Fischer moved that nothing may be removed from the restricted use site without first obtaining permission from the city council. This does not include the removal of trees that would be used as firewood or grass and leaves that would be used as mulch. Guthmiller seconded; motion carried.
Mehlhaf moved to approve the sweeping contract with the SD DOT for sweeping US Highway 18 through Menno and Olivet. Guthmiller seconded; motion carried.
Heckenlaible is to get quotes for a new motor that runs the sander and present them at the next meeting.
Mehlhaf moved to pay $375 toward the cost of the new gas detector the fire department purchased, thus allowing city workers to be able to use it. Guthmiller seconded; motion carried.
Heckenlaible informed the council of a state mandate that says we have to install covers over the drains at the pool before it opens in the spring.

Training dates for ISC courses were shared for anyone that still needs them.
Guthmiller moved to adjourn at 9:15 p.m. until Monday, March 2, 2009 at 7:30 p.m. Mehlhaf seconded; motion carried.
