MINUTES OF CITY COUNCIL

MENNO, SOUTH DAKOTA

July 6, 2010

 

The purpose of this meeting was to discuss the proposed Waterline Replacement Project and Sewer Improvements Project along US Highway 18 as part of the upcoming reconstruction of the highway, the proposed financing and the source of repayment for the loan.

 

Mayor Mehlhaf called the meeting to order at 6:00 PM.

 

Answering roll call: Mayor Darrell Mehlhaf; Councilmen Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik and Scott Simonsen; quorum present. Finance Officer Peggy Thranum, Newspaper Editor Erik Kaufman and Aaron Matthaei were also present.

 

Hoff moved to approve the agenda. Fischer seconded; all ayes.

 

The mayor explained the project and the purpose of the hearing.

 

Hoff moved to approve the following resolution for the CWSRF application for US Highway 18 Sewer Improvements. Diede seconded. Roll Call: Jerry Fischer, Jerome Kotalik, Galen Guthmiller, Ronald Diede, Scott Simonsen and Jerome Hoff voting aye; none voting nay. Motion passed.

 

AUTHORIZING RESOLUTION

 

Clean Water State Revolving Fund Loan Program

 

WHEREAS, the City of Menno has identified the need for the Highway 18 Sewer Improvements Project; and

 

WHEREAS, the City of Menno proposes to apply for approximately $240,000 in Clean Water State Revolving Fund Loan Program funds at an interest rate of 3.0% for 20 years; and

 

WHEREAS, the City of Menno is eligible for state assistance for the proposed project; and

 

WHEREAS, the City of Menno pledges to repay the Clean Water State Revolving Fund loan by using wastewater system revenues; and

 

WHEREAS, with the submission of the Clean Water State Revolving Fund Loan Program application, the City of Menno assures and certifies that all Clean Water State Revolving Fund Loan Program requirements will be fulfilled; then

 

THEREFORE, BE IT RESOLVED, that the Menno City Council duly authorizes the submission of this Clean Water State Revolving Fund Loan Program application; and

 

BE IT FURTHER RESOLVED, that the Mayor of Menno be authorized to execute the Clean Water State Revolving Fund Loan Program application and be the authorized signatory on all pay requests and related documents concerning the Highway 18 Sewer Improvements Project.

                                                                            AUTHORIZING RESOLUTION

 

                Consolidated Water Facilities Construction Program

 

WHEREAS, the City of Menno has identified the need for the Menno Highway 18 Waterline Replacement Project; and

 

WHEREAS, the City of Menno proposes to apply for Consolidated Water Facilities Construction Program assistance in order to meet local needs; and

 

WHEREAS, the City of Menno is eligible for state assistance for the proposed project; and

 

WHEREAS, with the submission of the Consolidated Water Facilities Construction Program application, the City of Menno assures and certifies that all Consolidated Water Facilities Construction Program requirements will be fulfilled; then

 

THEREFORE, BE IT RESOLVED, that the Menno City Council duly authorizes the submission of the Consolidated Water Facilities Construction Program application; and

 

BE IT FURTHER RESOLVED, that the Mayor of Menno be authorized to execute the Consolidated Water Facilities Construction Program application for the City of Menno; and

 

BE IT FURTHER RESOLVED, that the Mayor of the City of Menno be hereby designated as the grantee’s official for the purpose of signing grant agreements and contracts, pay requests, and all other correspondence and required documents.
