Mayor Darrell Mehlhaf called the city council to order at 7:30 p.m. on April 5, 2010 in the finance office at city hall. Roll Call: Darrell Mehlhaf, Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik and Scott Simonsen present. Finance Officer Peggy Thranum, City Engineer Vernon Arens, Superintendent Fred Sayler, Aaron Matthaei and Erik Kaufman were also present.

 

Hoff moved to approve the agenda. Fischer seconded; all ayes.

                                   

REGULAR MEETING ITEMS: Hoff moved to approve the minutes of the March 1 regular meeting and March 15 Equalization meeting. Kotalik seconded; all ayes.

 

Guthmiller moved to approve the March finance report. Diede seconded; all ayes.

SCHEDULED BUSINESS: City Engineer Vernon Arens updated the council concerning the US Highway 18 project, the east and west side drainage projects and the sewer study. Our water and sewer designs for US Highway 18 need to be completed by July, 2010 so SD DOT has time to review our plans as they will be let for bids by the state. The eastside storm sewer drainage project will be bid separately except for the portion that ties in with the highway project. We may delay completing this drainage project if funds aren’t available. Mehlhaf questioned whether the state was requesting the sewer manholes be moved off the highway and if they were going to help with the cost; Arens will look into this. Arens stated they will begin the field work on the sanitary sewer study next week and study the videos we have of our sewer lines. Arens said using Insitufoam to line the sewer pipes has shown to be half the cost of replacing the pipes. Using this process is dependent on the condition of the pipes. If there are a lot of cracks, breaks or off set joints, it would not be feasible to line the pipe; they would have to be replaced. Arens had nothing to report on the drainage to the west at this time. Arens left the meeting at 7:52 p.m.

 

OLD BUSINESS: “To Do List” The guys will fill pot holes as soon as they can get the mix. We have some roads that need repair. Mehlhaf stated the new diversion ditch the state put in on the northeast corner of Menno worked well this spring. The park committee needs to make arrangements to get the trees in the park trimmed as soon as it’s dry enough.

 

NEW BUSINESS: Guthmiller moved to place an ad in the paper advising people of City Ordinance Chapter 40, which states property within the city limits must be properly mown and sprayed for weeds. Growth height may not exceed 7”. Hoff seconded; all ayes.

 

We had received two quotes to mow the cemetery this season, Bonnie Heirigs $630/cutting and Galen Heckenlaible $600/cutting. We were advised by two different people from the Department of Labor that it would not be advisable to have a part-time employee also act as a private contractor. Fischer moved to have Bonnie Heirigs mow the city cemetery for the 2010 season for $630/cutting. Guthmiller seconded; roll call-all ayes.

 

Kotalik moved to hire Tom Ulmer to spray the city cemetery for $430. Diede seconded; roll call-all ayes.

 

Diede moved to declare the Henke V-snowplow surplus and sell it to Oak Hollow Township for $600 according to SDCL 6-5-1. Hoff seconded; roll call-all aye.

 

Simonsen moved to allow Tessa Goehring to use the pool to give swim lessons for the 2010 season. Hoff seconded; all ayes.

 

Kotalik moved to set the following wages for pool personnel for the 2010 season: 1st year full-time guard $7/hour, Taylor Fischer, Tessa Goehring, Michelle Zeeb; 2nd year full-time guard $7.25/hour, Cody Herrboldt; 1st year part-time guard-Shiloe Rich, certified $6.80/hour or non-certified $6.50/hour and manager, 1st year $7.75/hour, Amie Fischer. Guthmiller seconded. Roll call; five ayes, Fischer abstained, motion carried.

 

Fischer moved to canvass the votes of the April 13 election on Thursday, April 15 at 6 p.m. in the finance office. Guthmiller seconded; all ayes.

 

Hoff moved to pay half the cost of a new defibrillator for the ambulance, approximate cost $1070. Diede seconded; roll call-all ayes.

 

Hoff moved not to carry terrorism coverage on the fire hall. Fischer seconded; all ayes.

 

Kotalik moved to pay expenses for Sayler and Heckenlaible to attend the Van Diest workshop in Sioux Falls on April 29th. Simonsen seconded; all ayes.

 

There will be no Mosquito Grants for the 2010 season.

 

Guthmiller moved to pay expenses for Heckenlaible and Sayler to attend the Stage 2 wastewater seminar in Mitchell on April 27. Hoff seconded; all ayes.

 

Hoff moved to pay expenses for Thranum to attend Human Resources and Finance Officers’ School June 15-18 in Mitchell. Diede seconded; all ayes.

 

Diede moved to allow Jody Fischer to run the concession stand at the softball field for the 2010 season. Simonsen seconded; all ayes.

 

Hoff moved to approve the 2009 Annual Report. Guthmiller seconded; roll call-all ayes.

 

Simonsen moved to approve the 2009 Annual Water Quality Report. Fischer seconded; all ayes.

 

Guthmiller moved to have city-wide clean up day Monday, April 19 with a snow date of April 20. The garbage contractor will be paid $175 a trip and $39/ton tipping fee. Diede seconded; all ayes.

 

Fischer moved to contribute $200 to the Power People 4-H Club to plant flowers on Fifth Street. Kotalik seconded; all ayes.

 

Diede moved to place an ad in the paper and to participate in Severe Weather Preparedness Week in South Dakota April 26-30. Hoff seconded; all ayes. On Wednesday, April 28, a statewide tornado drill will be conducted by the National Weather Service. Menno will participate in this drill. At 10 a.m. a test “Tornado Watch” will be issued, at 10:15 a.m. a test “Tornado Warning” will be issued and at 10:30 p.m. all watches and warnings will be canceled.

 

No action was taken on the elected officials’ workshop or the Code Enforcement Conference. Thranum was directed to see if she could obtain the information from these events.

 

Fischer moved to place an ad in the paper reminding people that it is unlawful to empty sump pumps into the sanitary sewer. Violations are subject to a fine up to $200. Kotalik seconded; all ayes.

 

Mayor Mehlhaf asked for a motion to approve a resolution thanking Ewald Herrboldt for his 12 years of service to the city. Simonsen so moved, second by Guthmiller; all ayes.

 

We will need to find someone to replace Herrboldt, who will not be returning to work because of health reasons. The council wishes to have an ad placed for someone to take part in the Experience Works program to assure equal opportunity employment. Thranum is to check with Experience Works to see if they advertise for a worker or if the city does.

 

For Your Information: The city received the 2009 Excellent Operation and Maintenance Award. This award is based on the most recent inspection findings conducted by the Department of Environment and Natural Resources, facility performance, and on discharged water quality from the wastewater treatment facility during the 2009 calendar year. Only 75 facilities in the state received this award. Congratulations to Fred Sayler and Roger Heckenlaible for receiving this award!

 

The March MADC packet and SEFP report were given to the council.

 

We received notice from DENR that our Storm Sewer Improvement Project received approval for placement on the 2010 State Water Facilities Plan.
