MINUTES OF CITY COUNCIL PROCEEDINGS
MENNO, SOUTH DAKOTA
Mayor Darrell Mehlhaf called the city council to order at 7:30 p.m. on August 2, 2010 in the finance office at city hall. Roll Call: Darrell Mehlhaf, Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik and Scott Simonsen; a quorum was present. Others present: Finance Officer Peggy Thranum, Superintendent Fred Sayler, City Engineer Vernon Arens, Editor Erik Kaufman and Aaron Matthaei.
Fischer moved to approve the agenda with the following change: Add–Baby Pool. Hoff seconded; all ayes.
REGULAR MEETING ITEMS: Hoff moved to approve the minutes of the July 2 regular meeting and the two special meetings July 6 and the July 26 Budget meeting. Guthmiller seconded; all ayes.
Hoff moved to approve the July finance report. Diede seconded; all ayes.

SCHEDULED BUSINESS: Kotalik moved to approve a Temporary Malt Beverage Permit for the Menno Fire Department for September 11, 2010 from 3 p.m. until 10 p.m. at the Menno Fire Hall. Diede seconded; all ayes.
Arens determined we still have cast iron water line on the highway. The water main from Fifth Street west would be in the curb line. A new water main needs to be laid so it will be outside the curb. This will bring the water project to $136,500, an increase of $68,100. The sewer project will see an increase of $2,800.
Guthmiller moved to approve an amendment to the SWSRF application for the $2800 increase for the sewer project on US Highway 18. Simonsen seconded; roll call-all ayes.
Fischer moved to approve an amendment to the CWFCP application for the $68,100 increase for the water project on US Highway 18. Hoff seconded; roll call-all ayes.
Laverne Mensch has the authority and permits to begin cleaning the drainage ditches on his property that lie east of the Menno city limits. We need to be ready for the increase in water into the city when this happens. Maintenance was instructed to begin identifying silted places and cleaning out all drainage ditches that will be affected by this action.
Arens left the meeting at 8:10 p.m.
OLD BUSINESS: Maintenance is to have Bender’s Sewer and Drain run a camera through the pipes at the baby pool to see if they can determine where the leak is.
NEW BUSINESS: Diede moved to hold the September council meeting September 8 at 7:30 p.m. because of the Labor Day holiday. Guthmiller seconded; all ayes.
We received notice that our audit report for the two years ended December 31, 2009 had been reviewed and accepted by the auditor general. Hoff moved to accept the 2008-2009 audit report. Kotalik seconded; all ayes.
Fischer moved to approve the renewals of our group insurance contracts with Principal Life and BCBS. Diede seconded; all ayes.
Kotalik moved to approve the 1st reading of Ordinance #2010-1, an ordinance setting the appropriations for the 2011 budget. Guthmiller seconded; all ayes.
The mayor reviewed the recommendations received from DENR following the on-site evaluation of the pool. The evaluation is on file in the finance office.
Fischer moved to sign the 2011 contract with Second Chance Rescue Center outlining rates. (There is no charge if you do not use their services.) Kotalik seconded; all ayes.
Diede moved to allow Fifth Street to be blocked from Menno Mercantile to Walter Welding from 4 p.m. until after the Car Show on September 11. Fischer seconded; all ayes.
Permission to allow a “Burn Out” contest during the car show died for lack of a motion.
Hoff moved to pay expenses for city officials/officers to attend the SDML convention in Rapid City October 6-8. Fischer seconded; all ayes.
Kotalik moved to cooperate with MADC to re-do the Menno Welcome Signs. Guthmiller seconded; all ayes.
Hoff moved to hold a hearing October 4 for a temporary malt beverage permit for Oktoberfest to be held October 16 at the Menno city/school gym. Simonsen seconded; all ayes.
For Your Information: The packets from the June and July MADC meetings were distributed to the council.
The city received a thank you from the American Legion for their assistance with the July 4th parade.
Sayler was given the okay to check prices for picnic tables from Rural Manufacturing.
The mayor announced a meeting at the Open Door on August 3 at 9 a.m. NorthWestern Energy officials will be present to discuss the recent power outages.
Diede moved to adjourn at 8:50 p.m. until Wednesday, September 8, 2010 at 7:30 p.m. Fischer seconded; all ayes.
