MINUTES OF MENNO CITY COUNCIL SPECIAL MEETING
The purpose of this meeting was to finish business for the year 2010.
Mayor Darrell Mehlhaf called the meeting to order at 5:30 p.m. with the following answering roll call: Councilmen Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik (entered at 5:35 p.m.) and Scott Simonsen. Finance Officer Peggy Thranum and Editor Erik Kaufman were also present.
Hoff moved to approve the agenda with the following amendment: Delete Utility Account Write-Offs. Guthmiller seconded; all ayes.
Diede moved to add the following to Capital Accumulations Reserve Funds in the amounts shown: Police Car Replacement $1000, Street Equipment $33,500 and Pool $1000. Fischer seconded; roll call-all ayes.
Simonsen moved to approve the warrants. Guthmiller seconded; roll call-all ayes.

RESOLUTION #13 12-28-2010
TRANSFER FUNDS PURSUANT TO SDCL 9-21-6.1.
Alderman Jerome Hoff introduced the following resolution to transfer funds pursuant to SDCL 9-21-6.1 and moved for its adoption.
Funds are transferred in the General Fund from the Contingency Department E 101-41150 to the following departments:
101-41300 Elections $ 50.00
101-41920 General Government Buildings $ 292.00
101-43240 Garbage $ 586.00
101-43700 Cemetery $ 692.00
101-45600 Auditorium $ 645.00
Total $2,265.00
Alderman Jerome Kotalik seconded the motion.
Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik, and Scott Simonsen voting aye; no one voting nay. Motion passed.

Fischer made a motion to write-off the following ambulance accounts as uncollectible: #2187-8/22/2009, $692.00 and #2226-3/4/2010, $632.00 – total uncollectible $1324.00. Assignment write-off for 2009 $2484.70 and assignment write-off for 2010 $8499.13. Total assignment write-off $10,983.83. Diede seconded; roll call-all ayes. (We are required by Medicare to accept assignment; thus the ambulance write-offs for assignment are the difference between what we charge for an ambulance claim and what we are paid.)
Kotalik moved to advertise for cemetery sexton. Simonsen seconded; all ayes
Guthmiller moved to have the Menno Community Library checking account closed, the funds deposited into the city checking account and all library bills approved and paid through the city. Diede seconded; all ayes. (This is being done per advice from our auditors.)
The mayor addressed the council concerning the collapsed sewer on Fifth Street near the Open Door Café. The problem was located during the sewer cleaning/videoing that was done in December. Hopefully it will work until spring when it will have to be fixed. All users affected by this have been notified.
Simonsen moved to adjourn at 6:25 p.m. Fischer seconded; all ayes.
