MINUTES OF CITY COUNCIL PROCEEDINGS
MENNO, SOUTH DAKOTA
Mayor Darrell Mehlhaf called the city council to order at 7:30 p.m. on February 1, 2010 in the council room at city hall. Roll Call: Darrell Mehlhaf, Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik and Scott Simonsen present; none absent. Finance Officer Peggy Thranum, Superintendent Fred Sayler, Dave Hoffman, Aaron Matthaei and Erik Kaufman were also present.
Hoff moved to approve the agenda as presented. Fischer seconded; all ayes.
SCHEDULED BUSINESS: One bid was received for garbage service. The charge to the city for each residential service is $12.50. The charge for waste removal from the ball fields is $375 for the season. Hoff moved to accept the garbage bid from Rocky Zeeb’s Garbage Service for a three-year term at the afore mentioned rates beginning April 1, 2010 and ending March 31, 2013. Guthmiller seconded; roll call, all ayes.
One application was received for pool manager. Kotalik moved to hire Amie Fischer as the pool manager for the 2010 swim season. Simonsen seconded; roll call, five ayes, Fischer abstained. Motion carried.
OEM Director Dave Hoffman suggested we have a list of emergency contacts i.e. hay grinders, loaders, trucks, etc. in the event of an emergency such as we had last June. He stated the county would be declared a disaster to help out SE Electric, who lost single phase lines during the last storm. The county generator is in the Parkston city shop so it is kept in a heated building and Hoffman has easier access to it in an emergency. There is grant money available for the police department. M-OCC will have their own weather siren at the nurse’s station to alert them in the event of a storm. Hoffman left at 8:01 p.m.
REGULAR MEETING ITEMS: Diede moved to approve the minutes of the January 4 regular meeting. Guthmiller seconded; all ayes.
FYI: The EMT course scheduled to begin January 25 in Yankton was cancelled due to only five participants.
Fischer moved to approve the January finance report. Hoff seconded; all ayes.

Kotalik moved to release the annual contribution of $1500 to Menno Baseball Association. Diede seconded; roll call-all ayes.

OLD BUSINESS: “To Do List” Fire hydrants need to be uncovered again.
Hoff moved to purchase 2 8’ poly tables and 1 4’ poly table from Sam’s Club for the meeting room. Fischer seconded; roll call-all ayes.
NEW BUSINESS: Diede moved to advertise for hay quotes and lifeguards. Hoff seconded; all ayes.
Kotalik moved to accept the following list of members and officers of the Menno Fire Department as elected at their annual meeting January 5, 2010. Simonsen seconded; all ayes.

A final inspection has been completed on the drainage channel around the northeast side of the city and all work is acceptable. Fischer moved that the City of Menno agrees to take ownership and all maintenance involved with the drainage channel as per the Letting Agreement between the SD DOT and the City of Menno dated 12/29/2008. Guthmiller seconded; roll call-all ayes.
Diede moved to have the ceiling/roof in the back room of the city hall insulated. Hoff seconded; roll call-all ayes.
Guthmiller moved to allow maintenance to attend the Van Diest Seminar in Sioux Falls February 23. Kotalik seconded; all ayes.
Hoff moved to table the decision on purchasing a printer cart till the March meeting. Fischer seconded; all ayes.
No action was taken on the Pipeline Safety Meeting.
The council suggested the following as mission projects for the Salem Youth Group: paint stripes on 5th Street, paint at the pool, replace wood and paint white fence at pool, paint 3rd baseline bleachers at the baseball field, paint picnic tables at park, and paint bandstand at park.
Kotalik moved to declare the following items as surplus: 5-drawer brown lateral file, blond computer desk, desk organizer, storage stand/bookcase and 1 door (that was used as a desk). Hoff seconded; roll call-all ayes.
The mayor appointed the following to appraise the listed surplus items: Jerome Hoff, Jerry Fischer and Ronald Diede.
Simonsen moved to appoint Jerome Hoff as the Lower James representative. Guthmiller seconded; roll call-five ayes, Hoff abstained. Motion carried.
No action was taken regarding the obsolete Daktronics sign in front of the fire hall.
Fischer introduced the following resolution to change the method of payroll and moved for its adoption. Guthmiller seconded; roll call-all ayes.
Resolution #02-01-2010-03
2010 Salary Resolution Amendment
WHEREAS, SDCL 9-14-28 requires that, except as otherwise specially provided, the governing body of every municipality shall fix and determine by ordinance or resolution the amount of salaries and compensation of all municipal officers and the times at which the same shall be paid; and
WHEREAS, the City Council has published the salaries for compliance with the provisions of SDCL as part of the January 4, 2010 council minutes; and
WHEREAS, the City Council wishes to make changes in the way payroll is done; and
WHEREAS, the City Council deems it necessary to pay all hourly employees every two weeks; and
WHEREAS, all salaries approved and published in Resolution #01-04-2010-01 as part of the January 4, 2010 council minutes remain the same.
NOW, THEREFORE, BE IT RESOLVED, that the Governing Body of the City of Menno hereby approves and adopts the following method for payment of salaries for the calendar year 2010. All hourly employees will be paid on a bi-weekly basis and all others shall be paid monthly on the last bi-weekly pay period of the month.

City Hall Janitor
Election Workers
ALL personnel paid on an hourly basis will be paid bi-weekly.
