MINUTES OF CITY COUNCIL PROCEEDINGS

MENNO, SOUTH DAKOTA

January 4, 2010

 

Mayor Darrell Mehlhaf called the city council to order at 7:30 p.m. on January 4, 2010 in the council room at city hall. Council answering roll call: Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik and Scott Simonsen. Finance Officer Peggy Thranum, Superintendent Fred Sayler, Fire Chief John Huber and Erik Kaufman were also present.

 

Simonsen moved to approve the agenda with the deletion of Pesticide Training and the addition of EMT Class and SDML support. Hoff seconded; all ayes.

 

YEARLY BUSINESS: Fischer moved to name Menno State Bank as the official depository and the Hutchinson Herald as the official publication for 2010. Guthmiller seconded; all ayes.

 

Kotalik moved to set the 2010 bond for the finance officer at $150,000. Diede seconded; all ayes.

 

The following council terms will expire in 2010 – Alderman, Ward I, Ronald Diede, 1-year term; Alderman, Ward I, Jerry Fischer, 2-year term; Alderman, Ward II, Galen Guthmiller, 2-year term; Alderman, Ward III, Jerome Hoff, 2-year term and Mayor, Darrell Mehlhaf, 2-year term. (Mayor 2-year term is a correction from the 1-year term reported at the meeting.)

 

Hoff moved to hold the combined city-school election on April 13th in the meeting room at the Menno Fire Hall. Polls will be open from 7 a.m. to 7 p.m. election day. Guthmiller seconded; all ayes.

 

Kotalik moved to approve the following to serve on the election board: Joan Nusz, Superintendent, Ward I; Gloria Okrina, Ward II and Lorraine Mammenga, Ward III. Hoff seconded; all ayes.

 

Fischer moved to approve Resolution #01-04-2010-01, 2010 Salary Resolution. Guthmiller seconded; roll call-all ayes.

2010 Salary Resolution

 

                WHEREAS, SDCL 9-14-28 requires that, except as otherwise specially provided, the governing body of every municipality shall fix and determine by ordinance or resolution the amount of salaries and compensation of all municipal officers and the times at which the same shall be paid; and

 

                WHEREAS, the City Council shall publish the salaries for compliance with the provisions of SDCL.

 

                NOW, THEREFORE, BE IT RESOLVED, that the Governing Body of the City of Menno hereby approves and adopts the following salaries for the calendar year 2010. The four full-time employees will be paid bi-weekly and all others shall be paid monthly at the following monthly, daily or hourly wage.

 

Mayor - $150.00 per month, plus $25.00 per meeting/special meeting (Have to be present at meetings to be paid.)         

 

Council - $75.00 per month, plus $25.00 per meeting/special meeting (Have to be present at meetings to be paid.)

 

Any council member or mayor that attends a meeting on behalf of the city will be paid $25.00 per day. 

 

Cemetery Sexton – Ammon Auch - $131.33 per month

 

Cleans City Hall - Adella Auch - $135.26 per month

 

Election Workers - $100 per day plus $10 for attending Election School

 

Ambulance Personnel - EMT-B - $20.00 per hour minimum

Ambulance Personnel - EMT-I (ALS Trips Only) $25.00 per hour minimum 

EVOC Drivers - $15.00 per hour minimum

Ambulance - Mutual Aid or No Transport Calls (DOA-MVA) $20.00 p/hr minimum

Ambulance - Continuing Education Classes - $20.00 per class

 

Attorney - Kenneth D. Bertsch - $82.00 per hour

 

Clean “Old Fire Station” Meeting Room - Adella Auch (if needed) $ 7.40 per hour

 

Economic Development Coordinator - Peggy Thranum $11.64 per hour

REGULAR MEETING ITEMS: Guthmiller moved to approve the minutes of the December 7 regular meeting and the December 30 special meeting with the following correction: amount of ambulance write-off is $10,020.60 as claim #1915, 07/27/2005 for $385.68 was written off 12/29/08. Diede seconded; all ayes.

 

Fischer moved to approve the December finance report. Guthmiller seconded; motion carried.

NEW BUSINESS: We received notice from Legislative Audit that we must have an audit. Diede moved to hire Schoenfish & Co., Inc. to conduct an audit for 2008 and 2009. Hoff seconded; roll call-all ayes.

 

Simonsen moved to authorize the council vice-president to be able to sign checks in the case of an emergency or absence of the mayor and council president. Fischer seconded; all ayes.

 

Fischer moved to approve the following Authorizing Resolution placing us on the State Water Plan for a two-phase Storm Sewer Improvement Project. Kotalik seconded; roll call-all ayes.

AUTHORIZING RESOLUTION

STATE WATER PLAN

 

WHEREAS, the City of Menno has identified the need to make repairs and improvements to its drinking and drainage water systems; and

 

WHEREAS, the City of Menno’s Storm Sewer Improvement Project will be implemented in two phases; phase one will be the Highway 18 storm sewer drainage project on Menno’s east side which will install storm sewer down the alley between East Street and Pine Street from US Highway 18 southward to Main Street; and phase two will be Railway Street/West Main Street storm drainage project on Menno’s southwest side which will install storm sewer from the Railway/West Main Street intersection westward to Dunn Creek, west of Menno; and

 

WHEREAS, the City of Menno requests placement on the State Water Plan; and

 

WHEREAS, the City of Menno is eligible for placement on the State Water Plan; and

 

WHEREAS, with the submission of the State Water Plan application, the City of Menno assures and certifies that all State Water Plan program requirements will be fulfilled,

 

THEREFORE, BE IT RESOLVED, that the City of Menno duly authorizes the submission of this State Water Plan application,

 

AND BE IT FURTHER RESOLVED that the Mayor of the City of Menno is authorized to execute this State Water Plan application for the City of Menno.

It was determined that maintenance does not need to attend the Commercial Applicator recertification class January 19.

 

Hoff moved to allow Heckenlaible and Sayler to attend Safety Training Classes in Yankton on February 10, 2010. Guthmiller seconded; all ayes.

 

Kotalik moved to pay expenses for Thranum to attend the SD MEDX workshop in Sioux Falls January 12. Simonsen seconded; all ayes. Providers will learn about the enrollment process, system security, how to prepare for implementation and how the system will help facilitate more efficient claims processing.

 

Hoff moved to pay expenses for Thranum to attend Annual Report Workshop in Huron on January 13. Fischer seconded; all ayes.

 

Diede moved to advertise for a pool manager for the 2010 swim season. Guthmiller seconded; all ayes.

 

Diede moved to approve Fire Chief John Huber’s 2009 Year End Report. Hoff seconded; all ayes.

 

 

Menno Fire Department-2009 Year End Report: House Fire, $25,000 Loss; Oven Fire $500 Loss; 3 Car Accidents/Medical, $48,500 Loss; Machinery Accident/Medical; City of Menno, Tornado; Wheat Field Fire; Turkey Barn Fire, $2500 Loss; Tractor Fire, $8000 Loss; Mutual Aide/Scotland; Garage Fire, $500 Loss. A total of 28 hours and 55 minutes were spent on the 12 calls with an average of 13 firemen responding to each call. The firemen responding are up 2 from last year.

 

Huber left the meeting at 8:19 p.m.

 

 Simonsen moved to appoint Mehlhaf as the District III representative. Guthmiller seconded; all ayes.

 

Fischer moved to pay expenses of council wishing to attend Municipal Government Day in Pierre on February 3. Hoff seconded; all ayes.

 

Guthmiller moved to table any decision on tables for the council room until the next meeting. Hoff seconded; all ayes. Information will be gathered on lightweight tables.

 

No action was taken on the plastic garbage barrels.

 

Hoff moved to accept the quote from Dakota Pump in the amount of $2750 for a compressor unit for use at the lift station. Guthmiller seconded; roll call-all ayes.

 

We are in desperate need of EMT’s. Mayor Mehlhaf thanked Marsha Schelske for all she does and the EVOC drivers. If it wasn’t for EVOC drivers, we wouldn’t be able to take ambulance calls. Mehlhaf put out a plea to the public to take the EMT classes. Yankton EMS is offering an EMT-B class beginning January 25th. Fischer moved to have a standing motion that the city will pay the expenses incurred for those taking the class provided they sign a 2-year contract to actively serve the Menno Ambulance Service. Guthmiller seconded; roll call-all ayes. The firemen will look into setting up another EVOC class.

 

Hoff moved to support the efforts of the SD Municipal League to obtain legislative authority for an additional penny of local option sales tax. Fischer seconded; roll call-all ayes. Menno is NOT considering this, but is showing support for those that feel they do.
