MINUTES OF CITY COUNCIL PROCEEDINGS
MENNO, SOUTH DAKOTA
Mayor Darrell Mehlhaf called the city council to order at 7:30 p.m. on February 7, 2011 in the council room at city hall. Council answering roll call: Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik, and Scott Simonsen. Finance Officer Peggy Thranum, Superintendent Fred Sayler, Bruce Anderson, Editor Erik Kaufman and Aaron Matthaei were also present.
Fischer moved to approve the agenda. Kotalik seconded; all ayes.

SCHEDULED BUSINESS: Guthmiller moved to allow the 150’ X 150’ of Out Lot 9 (Parcel 250.30.09.P09) owned by the City of Menno to revert back to the land owner, Bruce Anderson. However, we would retain an easement that would allow us to maintain the infrastructure of the old Imhoff system located there. Fischer seconded. Roll call-all ayes.
No applications were received for cemetery sexton. We will continue to advertise.
Diede moved to hire Tracy Goehring as the 2011 pool manager. Hoff seconded; roll call-all ayes except Fischer abstained.
Hoff moved to pay the pool manager $7.75/hour for the 2011 season. Kotalik seconded; all ayes.
Two bids were submitted for skid loaders. Mettler Implement: Gehl 5640E Skid Loader, 2011 $25,700; Gehl 6640E Skid Loader, 2011 $27,900; Gehl V270 Vertical-Lift Skid Loader, 2011 $29,300; 74” Dirt/Construction Bucket $700; 97” Bulk Materials Bucket $1700; 72” Edge Snow Blower, two-stage $5000; Pallet Forks, new MDS, walk-thru $700. Diede moved to purchase the Gehl V270 Vertical-Lift Skid Loader, 74” Dirt/Construction Bucket $700, 97” Bulk Materials Bucket $1700 and 72” Edge Snow Blower, two-stage $5000 from Mettler Implement for the bid price of $36,700; Simonsen seconded. Roll call-all ayes.
OLD BUSINESS: There was nothing added to the “To Do List”.
A report from the Health Committee will be added to the April agenda.
There were no nuisance complaints.
NEW BUSINESS: Fischer moved to open an “EFT checking account” to allow us to make and receive payments electronically. Kotalik seconded; all ayes. This was done to maintain the security of our main checking account.
Hoff moved to advertise for quotes for brome hay at the lagoon site. Simonsen seconded; all ayes.
Kotalik moved to advertise for lifeguards. Diede seconded; all ayes.
Guthmiller moved to approve the abatement of taxes for the Gail Guthmiller Estate and Gerald/Donna Schaeffer for the 130 day period following the August 23, 2010 explosion. Fischer seconded; roll call-all ayes.
Guthmiller moved to disapprove the request by Elizabeth Johnson for abatement of the 2010 taxes because she missed the November 1 filing deadline for disabled veteran property tax exemption. Fischer seconded; roll call-all ayes except Hoff abstained.
Simonsen moved to approve the first reading of Ordinance #2011-1, an ordinance amending the 2005 Revised Ordinances of the City of Menno for the Purpose of Regulating the Removal of Snow in the City of Menno, Hutchinson County, South Dakota. Hoff seconded; roll call-all ayes.
Hoff moved to approve the following list of officers and members of the Menno Fire Department. Guthmiller seconded; all ayes. OFFICERS: Fire Chief John Huber, Assistant Chief Shannon Herrboldt, Secretary-Treasurer Daniel Mehlhaf, Foreman City Truck Scott Simonsen, Foreman Rural Truck Terry Goehring, Foreman Rural Tanker Ron Diede, Foreman Rural Grass Unit Daniel Mettler, Foreman Department Grass Unit Mark Hento, Foreman Rescue Unit Chris Buchmann. Simonsen moved to have Jerome Hoff serve as council representative for the Lower James RC&D. Diede seconded; all ayes.
Fischer moved to approve the agreement between the Dakota Plains Chapter of the American National Red Cross, Mitchell and the City of Menno. Guthmiller seconded; all ayes.
Diede moved to approve paying Mark/Bonnie Heirigs $630 per cutting (same as 2010) to mow the Menno Cemetery for the 2011 season. Guthmiller seconded; all ayes.
Simonsen moved to accept the resignation of Ammon Auch as cemetery sexton due to health reasons effective December 22, 2010. Fischer seconded; all ayes.
Hoff moved to approve the following resolution. Kotalik seconded; all ayes.
LET IT BE RESOLVED that the City of Menno extends a sincere “Thank You” to Ammon V. Auch for his dedicated service to the city and citizens of Menno, South Dakota; as cemetery sexton for 2 years.

Guthmiller moved to allow the Highway 50 Band to play in the city hall garage for the 2011 Menno Car Show. Simonsen seconded; all ayes.
For Your Information: The Menno Museum sent a thank you for the city’s contribution.
The mayor recommended that Sayler and Heckenlaible attend the M-Shaw safety workshop that will be held at the Legion on February 22 from 8-4.
There is a cone marking the manhole in the middle of Fifth Street across from the new gym. The manhole appears to be sinking. Repairs will be done as soon as the weather permits.
The minutes of the January development meeting and SEFP report were distributed.
