MINUTES OF CITY COUNCIL PROCEEDINGS

MENNO, SOUTH DAKOTA

January 3, 2011

 

Mayor Darrell Mehlhaf called the city council to order at 7:30 p.m. on January 3, 2011 in the council room at city hall. Council answering roll call: Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik, and Scott Simonsen. Finance Officer Peggy Thranum, Superintendent Roger Heckenlaible, Editor Erik Kaufman and Aaron Matthaei were also present.

 

Hoff moved to approve the agenda as amended with the addition of discussion concerning nuisances. Fischer seconded; all ayes.

 

YEARLY BUSINESS: Kotalik moved to name Menno State Bank as the official depository. Guthmiller seconded; all ayes.

 

Simonsen moved to name the Hutchinson Herald as the official publication for 2011. Diede seconded; all ayes.

 

Hoff moved to set the 2011 bond for the finance officer at $150,000. Guthmiller seconded; all ayes.

 

The following council terms will expire in 2011 – Alderman, Ward I, Scott Simonsen, 2-year term; Alderman, Ward II, Ronald Diede, 2-year term; Alderman, Ward III, Jerome Kotalik, 2-year term.

 

Fischer moved to hold the combined city-school election on April 12th in the meeting room at the Menno Fire Hall. Polls will be open from 7 a.m. to 7 p.m. election day. Hoff seconded; all ayes.


Diede moved to approve the following to serve on the election board: Joan Nusz, Superintendent, Ward I; Gloria Okrina, Ward II and Lorraine Mammenga, Ward III. Simonsen seconded; all ayes.

 

Hoff moved to approve Resolution #01 – 01/03/2011, 2011 Salary Resolution as amended. Simonsen seconded; roll call-all ayes.

2011 Salary Resolution

 

                WHEREAS, SDCL 9-14-28 requires that, except as otherwise specially provided, the governing body of every municipality shall fix and determine by ordinance or resolution the amount of salaries and compensation of all municipal officers and the times at which the same shall be paid; and

 

                WHEREAS, the City Council shall publish the salaries for compliance with the provisions of SDCL.

 

                NOW, THEREFORE, BE IT RESOLVED, that the Governing Body of the City of Menno hereby approves and adopts the following salaries for the calendar year 2011. The mayor and council will be paid on a monthly basis (unless they also are EMT's or EVOC drivers, then they will be paid bi-weekly). The cemetery sexton and city hall janitor will be paid monthly. All other employees will be paid bi-weekly.

 

Mayor - $150.00 per month, plus $25.00 per meeting/special meeting (Have to be present at meetings to be paid.)         

 

Council - $75.00 per month, plus $25.00 per meeting/special meeting (Have to be present at meetings to be paid.)

 

Any council member or mayor that attends a meeting on behalf of the city will be paid $25.00 per day. 

 

Cemetery Sexton – Ammon Auch - $133.96 per month

 

Cleans City Hall - Adella Auch - $137.97 per month

 

Election Workers - $110 per day plus $10 for attending Election School

 

Ambulance Personnel - EMT-B - $20.00 per hour minimum

Ambulance Personnel - EMT-I (ALS Trips Only) $25.00 per hour minimum 

EVOC Drivers - $15.00 per hour minimum

Ambulance - Mutual Aid or No Transport Calls (DOA-MVA) $20.00 p/hr minimum

Ambulance - Continuing Education Classes - $20.00 per class

 

Attorney - Kenneth D. Bertsch - $100.00 per hour

 

Clean “Old Fire Station” Meeting Room - Adella Auch (if needed) $ 7.70 per hour

 

Economic Development Coordinator - Peggy Thranum $11.94 per hour                                         

 

Finance Officer - Peggy Thranum - $11.94 per hour

OLD BUSINESS: There was nothing added to the “To Do List” and the Health Committee had no report.

 

NEW BUSINESS: Diede moved to approve the following Authorizing Resolution placing us on the State Water Plan for replacement of water meters as a Green Project. Hoff seconded; roll call-all ayes.

 

#02 – 01/03/2011

AUTHORIZING RESOLUTION

STATE WATER PLAN

WHEREAS, the City of Menno has identified the need to replace water meters throughout the community; and

 

WHEREAS, the City of Menno requests placement on the State Water Plan; and

 

WHEREAS, the City of Menno is eligible for placement on the State Water Plan; and

 

WHEREAS, with the submission of this State Water Plan application, the City of Menno assures and certifies that all State Water Plan program requirements will be fulfilled.

 

THEREFORE, BE IT RESOLVED, that the City of Menno duly authorizes the submission of this State Water Plan application,

 

AND BE IT FURTHER RESOLVED that the Mayor of Menno is authorized to execute this State Water Plan application for the City of Menno.

Due to the health problems of our current sexton, Kotalik moved to approve the mayor’s appointment of Roger Simonsen as interim cemetery sexton. Guthmiller seconded; all ayes.

 

Our engineer told us that even though the project is referred to as the Park Street Project on the State Water Plan, the plans that were submitted also include Fifth, High and Pearl Streets north of U.S. Highway 18. It is the state’s recommendation that we proceed with this project; whether we do or not depends on the funding they will allow us. The next phase would be our main trunk line on Juniper Street from Park to Pearl Street plus South Second Street, High Street and Pearl Street south of the highway. The collapsed sewer on Fifth was discussed at the December 28th meeting.

 

Guthmiller moved to pay expenses for Thranum to attend Annual Report Workshop in Huron on January 12. Simonsen seconded; all ayes.

 

Fischer moved to advertise for a pool manager for the 2011 swim season. Hoff seconded; all ayes.

 

Guthmiller moved to advertise for bids for a skid steer. Roger Heckenlaible is to write the specs. Fischer seconded; roll call-all ayes.

 

Guthmiller moved that bids for the skid steer are to be in to the finance office by 5 p.m. February 7; the street committee will open bids at 7 p.m. and present their recommendation to the council at the 7:30 meeting. Simonsen seconded; all ayes.

 

Diede moved to approve Fire Chief John Huber’s 2010 Year End Report. Hoff seconded; all ayes.

 

 

Menno Fire Department-2010 Year End Report: Attic Fire, $35,000 Loss; 2 Oven Fires $1000 Loss; 4 Accidents/Medical, $4,000 Loss; 2 Combine Fires $2500 Loss; Machine Shed Fire, $400,000 Loss; Mutual Aide/Scotland-Kaylor Elevator $350,000 Loss; House Explosion $500,000 Loss; 2 Grass Fires; Hog Barn Fire $100,000 Loss; Look for Missing Child.  A total of 23 hours were spent on the 16 calls (2 city-14 rural) with an average of 12 firemen responding to each call. The firemen responding are down 1 from last year.

 

Simonsen moved to appoint Mehlhaf as the District III representative. Diede seconded; all ayes.

 

Fischer moved to pay expenses of council/employees wishing to attend Municipal Government Day in Pierre on February 2. Hoff seconded; all ayes.

 

Guthmiller moved to accept the resignation of Connie Knodel as finance assistant. Diede seconded; all ayes. Connie decided to retire at the end of 2010.

 

Simonsen moved to approve the following resolution of service. Hoff seconded; all ayes.

 

LET IT BE RESOLVED that the City of Menno extends a sincere “Thank You” to Connie Knodel for her dedicated service to the city and citizens of Menno, South Dakota; as finance assistant for 4 years.

The mayor sought the council’s advice on how to handle a couple nuisance complaints he had received concerning old tractors, trailers, parking on the sidewalk, etc. and removing snow from private property to the city right of way.
