Mayor Darrell Mehlhaf called the city council to order at 7:30 p.m. on May 2, 2011 in the finance office at city hall. Roll Call: Darrell Mehlhaf, Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff, Jerome Kotalik and Scott Simonsen; quorum present. Finance Officer Peggy Thranum, Superintendent Roger Heckenlaible, Aaron Matthaei and Editor Erik Kaufman were also present.

 

Fischer moved to approve the agenda with the following addition: Water Account. Hoff seconded; all ayes.

                                   

REGULAR MEETING ITEMS: Hoff moved to approve the minutes of the April 4 regular meeting. Kotalik seconded; all ayes.

Kotalik moved to release $3000 to the Athletic Club. The other $1000 may be released at a later date if there will be a swim team. The $500 for Junior Legion Baseball may be released upon request. Diede seconded; all ayes.

 

SCHEDULED BUSINESS: The mayor reported to the council on the highway project. There will be a public meeting in the finance office every Friday at 9 a.m. until completion of the highway project.

 

Mehlhaf informed the council that easements are being obtained for the west side drainage project.

 

Diede moved to apply to Hutchinson County for a drainage permit to drain storm water from Railway Street, West Main Street, Park Street and Water Street to Dunn Creek. Guthmiller seconded. Roll call; all ayes.

 

No applications were received for cemetery sexton. Guthmiller moved to continue to advertise once a month for cemetery sexton until the position is filled. Diede seconded; all ayes.

 

Fischer moved to approve a permit allowing consumption of alcohol in a public place for an alley dance between the Beer Garden and Schnitz on July 2. Simonsen seconded; all ayes.

 

Two applications were received to run the concession stand, Kendra Simonsen and Lorie Lehr. Fischer moved to hire Kendra Simonsen to run the concession stand at the softball field this summer. Kotalik seconded; all ayes, Simonsen abstained.

 

One bid was received for plastic drain pipe from Maxwell Colony. Diede moved to award the bid to Maxwell Colony and to purchase pipe for the bid price: 15” x 20’ x 80 lb PIPLR $8.65/foot; 18” x 20’ x 80 lb PIPLR $12.97/foot; 21” x 20’ x 80lb PIPLR $18.24/foot. Pipe will be ordered when we have the exact measurements. Fischer seconded. Roll call, all ayes.

 

Concrete storm sewer pipe will need to be laid across property owned by Kent Mettler and the elevator to support the weight of truck traffic to avoid collapse of the storm sewer. Hoff moved to purchase 250’ of concrete storm sewer pipe from Cretex for $20/foot. Simonsen seconded; roll call, all ayes.

 

Mehlhaf stated we may utilize the old highway storm sewer grates for our drainage projects after the highway contractor removes them.

 

OLD BUSINESS: “To Do List” Maintenance is to haul gravel to the cemetery to fill the muddy spots in the driveways and to find a place there for some black dirt to use as fill.

 

Thranum reported on information received at the April MADC meeting concerning a digital sign. A place for the sign needs to be found that all parties can agree on. Other organizations will be approached to see if they would be willing to contribute funds toward the purchase of a sign. The cost of a two-way sign will run between $15,000-$20,000.

 

The health committee needs to set up a time with the health officer to inspect properties.

 

All the old park picnic tables have been sold except two. The new ones should be built by Memorial Day.

 

The mayor reported receiving a letter from the PUC and visiting with a representative from Verizon Wireless. Verizon will send an engineer out to investigate placing a repeater on our water tower to improve cell service in the area. Hoff moved to allow Verizon Wireless to place a repeater on our water tower. Diede seconded; all ayes.

 

Hoff moved to allow the Menno Area Development Corporation to install a new welcome sign on the berm of the eastside drainage ditch on the north side of US Highway 18 on the east edge of Menno as long as they obtain the proper permits. Guthmiller seconded; all ayes.

 

Diede moved to adjourn at 8:34 p.m. Guthmiller seconded; all ayes.

 

Councilmen Scott Simonsen, Ronald Diede and Jerome Kotalik took the oath of office.

 

The meeting reconvened at 8:37 p.m.

 

NEW BUSINESS: Guthmiller moved to elect Jerome Hoff as council president. Fischer seconded. Simonsen moved that nominations cease. Diede seconded; all ayes.

 

Hoff moved to elect Scott Simonsen as council vice-president. Guthmiller seconded. Fischer moved that nominations cease. Diede seconded; all ayes.

Fischer moved to hold the July council meeting on Monday, July 11 at 7:30 p.m. as July 4 is a holiday. Simonsen seconded; all ayes.

 

Hoff moved to hold a hearing on June 6 at 7:35 p.m. for applications concerning the renewal of malt beverage licenses. Fischer seconded; all ayes.

 

Since our librarian indicated to the mayor she wished to step down and only fill in occasionally, Kotalik moved to advertise for a librarian. Guthmiller seconded; all ayes.

 

Hoff moved to hire the following as assistant librarians: Jodi Fischer, Rose Hertz, Barbara Sayler, Megan Smidt, Shana Smidt and Angeline Schoenfish. Fischer seconded; all ayes.

 

Hoff moved to approve the purchase of a ˝ page ad in the new Menno Community Guide. Guthmiller seconded; roll call, all ayes.

 

Kotalik moved to allow the Menno Baseball Association to sponsor a fireworks display July 3 (amended from July 4). Diede seconded; all ayes.

 

Hoff moved not to carry terrorism insurance. Fischer seconded; all ayes.

 

Simonsen moved to approve the tentative date for opening the pool as Memorial Day weekend and the tentative closing date as August 20. Hoff seconded; all ayes.

 

The SD Department of Environment and Natural Resources announces the City of Menno wastewater treatment system is the recipient of the 2010 Operation and Maintenance Wastewater Treatment Excellence Award. This award is for outstanding operation of the wastewater system and environmental compliance with its state surface water discharge permit during the past year. Congratulations to our certified operators, Fred Sayler and Roger Heckenlaible.

 

For Your Information: The April MADC packet and SEFP report were distributed to the council.

 

There wasn’t a need for executive session as we had no applications.

 

The mayor discussed a disputed water bill. The council stated it is city policy to pay water, sewer and garbage if the water is turned on, even for a short period of time.

 

Maintenance was to investigate installing metal stakes to mark the grave sites at the cemetery to eliminate the need to use wooden stakes every fall to mark the plots and then remove them in the spring before mowing may begin.

 

Kotalik moved to adjourn at 8:56 p.m. until Monday, June 6, 2011 at 7:30 p.m. Guthmiller seconded; all ayes.
