MINUTES OF CITY COUNCIL PROCEEDINGS
MENNO, SOUTH DAKOTA
Mayor Darrell Mehlhaf called the city council to order at 7:00 p.m. on January 4, 2012 in the finance office at city hall. Council answering roll call: Ronald Diede, Jerry Fischer, Galen Guthmiller, Jerome Hoff and Scott Simonsen. Jerome Kotalik was absent. Finance Officer Peggy Thranum, Superintendent Roger Heckenlaible, and Editor Erik Kaufman were also present.
Hoff moved to approve the agenda with the following additions: Mayor term expires and water-sewer class; delete annual report workshop. Guthmiller seconded; all ayes.
YEARLY BUSINESS: Fischer moved to name Menno State Bank as the official depository for 2012. Diede seconded; all ayes.
Diede moved to name the Hutchinson Herald as the official publication for 2012. Simonsen seconded; all ayes.
Hoff moved to set the 2012 bond for the finance officer at $150,000. Fischer seconded; all ayes.
The following council terms will expire in 2012 – Mayor, Darrell Mehlhaf, 2-year term; Alderman, Ward I, Jerry Fischer, 2-year term; Alderman, Ward II, Galen Guthmiller, 2-year term; Alderman, Ward III, Jerome Hoff, 2-year term.
Diede moved to hold the combined city-school election on April 10th in the meeting room at the Menno Fire Hall. Polls will be open from 7 a.m. to 7 p.m. election day. Hoff seconded; all ayes.
Guthmiller moved to approve the following to serve on the election board:
Joan Nusz, Superintendent, Ward I; Gloria Okrina, Ward II and Lorraine
Mammenga, Ward III. Fischer seconded; all ayes.
Resolution #01 – 1/04/2012
2012 Salary Resolution
WHEREAS, SDCL 9-14-28 requires that, except as otherwise specially provided, the governing body of every municipality shall fix and determine by ordinance or resolution the amount of salaries and compensation of all municipal officers and the times at which the same shall be paid; and
WHEREAS, the City Council shall publish the salaries for compliance with the provisions of SDCL.
NOW, THEREFORE, BE IT RESOLVED, that the Governing Body of the City of Menno hereby approves and adopts the following salaries for the calendar year 2012. The mayor and council will be paid on a monthly basis (unless they also are EMT's or EVOC drivers, then they will be paid bi-weekly). The cemetery sexton and city hall janitor will be paid monthly. All other employees will be paid bi-weekly.
Mayor - $150.00 per month, plus $25.00 per meeting/special meeting (Have to be present at meetings to be paid.)
Council - $75.00 per month, plus $25.00 per meeting/special meeting (Have to be present at meetings to be paid.)
Any council member or mayor that attends a meeting on behalf of the city will be paid $25.00 per day.
Cemetery Sexton – Roger Simonsen - $137.98 per month
City Hall Janitor - Adella Auch - $142.11 per month
Election Workers - $110 per day plus $10 for attending Election School
Ambulance Personnel - EMT-B - $20.00 per hour minimum
Ambulance Personnel - EMT-I (ALS Trips Only) $25.00 per hour minimum
EVOC Drivers - $15.00 per hour minimum
Ambulance - Mutual Aid or No Transport Calls (DOA-MVA) $20.00 p/hr minimum
Ambulance - Continuing Education Classes - $20.00 per class
Attorney - Kenneth D. Bertsch - $100.00 per hour
Clean “Old Fire Station” Meeting Room - Adella Auch (if needed) $8.00 per hour
Economic Development Coordinator - Peggy Thranum $12.24 per hour
Finance Officer - Peggy Thranum - $12.24 per hour
Finance Assistant – Janelle Bender - $7.85 per hour
Librarian – Carolyn Strobel $9.87 per hour
Maintenance & Parks – Ron Luikens $8.72 per hour
Police Chief - Mark D. Hento - $15.24 per hour

NEW BUSINESS: Hoff moved to hold a hearing on February 6 at 7:35 p.m. at the finance office in city hall for a temporary malt beverage permit for the Legion February 18. Fischer seconded; all ayes.
Diede moved to advertise for a pool manager for the 2012 swim season. Guthmiller seconded; all ayes. The notice is to state the manager must be CPR certified.
Fischer moved to approve Fire Chief John Huber’s 2011 Year End Report and to approve the list of officers and members of the Fire Department. Diede seconded; all ayes.
Menno Fire Department-2011 Year End Report: 4 car accidents/fires $11,000 loss; 9 grass/trash/crop fires $0 loss; 1grass/tractor fire $2500; 2 smoke scares $0 loss; 1 house fire $30,000 loss; 1 mutual aid/Scotland $0 loss; 1 road rage $0 loss; 1 water leak $500 loss; 1 drowning. A total of 25 hours and 40 minutes were spent on the 21 calls (4 city – 17 rural) with an average of 12 firemen per call.

Hoff moved to go to bid for water meters. Diede seconded; all ayes.
Hoff moved to appoint Mehlhaf as the District III representative. Guthmiller seconded; all ayes.
Fischer moved to pay expenses of council/employees wishing to attend Municipal Government Day in Pierre February 7-8. Guthmiller seconded; all ayes.
For Your Information: The minutes of the December development meeting and SEFP report were distributed.
The council discussed properties along Highway 18 that had water or sewer lines brought to them. The mayor is willing to meet with affected parties to answer their questions. The property owners have been billed. The finance officer was given instructions for follow up if the bills aren’t paid.
Representative Frank Kloucek entered the meeting at 7:40 p.m. He presented the council with information on the state budget for 2013 and closing of post offices. He left a guide to the SD Budget Process.
Simonsen moved to adjourn at 8:10 p.m. until Monday, February 6, 2012 at 7:30 p.m. Guthmiller seconded; all ayes.
